Oregon Governor John Kitzhaber says he sees a “silver lining” in the his state’s economic woes.

The Democrat said the state’s current fiscal difficulties could create the type of climate that instills and encourages long-term economic growth in the state.

He added that economic growth likely depends on long-term structural changes in how the state handles its budget.

Mr. Kitzhaber made the remarks while speaking before the state’s Business Plan’s Leadership Summit. The governor-elect noted his commitment of creating an estimated 25,000 jobs each year over the course of his upcoming term.

He said he plans to use the full authority of his office in order to achieve the goal.
